東南亞資料商機大解密

本公司總經理彭啟明博士以台灣開放資料聯盟會長身分,在東南亞資料商機大解密論壇中致詞,表達對於亞洲資料發展的看法,講稿如下:








來自泰國的 AODP 主席,數位產業發展署林副署長,各位朋友大家好,看到大家對於東南亞的資料動態發展這麼感興趣,非常感到興奮。尤其台灣在亞洲開放資料的歷史中是很積極和國際接軌的,今年邁入第十年。AODP 在我們積極催生之下,集合泰國、日本、韓國及台灣,目前有十五個國家,也邁入第八年。 最早我們思考的是一個國家來做資料應用,恐怕市場太小,所以我們何不努力跨國來做這些事情。例如在台灣要做一個捷運的APP,市場性非常小,如果我們可以跨國資料平台,做一個亞洲通用的捷運APP,相信市場就非常大。所以感謝工業局曾大力推動亞洲的共同資料平台,現在使用者很多,也影響亞洲市場非常的大。 其實在開放資料的領域,亞洲並不是領先群,歐美各國才是,但我們可以建立一個我們特有的模式。我特別來和大家介紹歐洲的資料戰略,我們亞洲可以借鏡之處。 歐洲數據戰略的關注,該戰略旨在使歐盟(EU)成為數據驅動社會的領導者。通過創建數據單一市場,歐盟旨在促進數據在其境內和各個行業之間的自由流動,使企業、研究人員和公共行政機構受益。此外,該戰略的願景是賦予企業和個人更強大的力量,促進以人為本、可持續和繁榮的數字未來。今天,我不僅強調這個戰略對歐洲的重要性,還將強調亞洲如何向歐盟學習,以促進更好的互動並將其市場轉變為統一的實體。 數據單一市場: 歐盟致力於創建數據單一市場的重點至關重要,以下是亞洲可以從中學習的幾點: 1. 無縫數據流動:建立一個使數據在該地區內和各個行業之間自由流動的環境,對所有利益相關者帶來巨大的好處。 2. 尊重歐洲規則:優先遵守歐洲的法規,包括隱私和數據保護法律以及競爭法規,確保公平的競爭環境,增強消費者信任。 3. 公平而實用的數據訪問:實施明確、實用和透明的數據訪問和利用規則,鼓勵創新並促進合作。 為了轉變為一個有吸引力、安全且充滿活力的數據經濟體,亞洲應考慮以下步驟: 1. 明確而公平的規則:制定明確的數據訪問和再利用規定,促進信任,鼓勵企業採用數據驅動的策略。 2. 基礎設施投資:分配資源用於開發下一代工具和基礎設施,用於數據存儲和處理,促進技術進步,為數據驅動創新打下堅實基礎。 3. 協作的雲容量:通過合作創建雲容量,增強數據訪問能力,發揮跨境合作的潛力。 4. 特定行業的數據池:在關鍵行業中創建共享和互操作的數據空間,實現資源的有效利用,促進創新和增長。 5. 賦予數據用戶權利:為個人提供權利、工具和技能,使其對自己的數據保持完全控制,在數字生態系統中建立信任和信心。 6. 面向數字十年的國際合作: 除了促進統一市場外,歐盟還意識到國際合作的重要性。 以下是亞洲可以從這些合作中獲益的方式: 1. 法規合作:通過建立結合法規合作的工具箱,亞洲可以將其數字規範和標準與歐盟相一致,促進協調一致,便於全球數據交流。 2. 投資和研究合作:設計由政府、私營企業、志同道合的合作夥伴和國際金融機構共同支持的數字經濟計劃,促進知識共享,推動創新,提高競爭力。 充分利用內部和外部資源:通過結合內部投資和外部合作機制,亞洲可以利用更廣泛的資源和專業知識,實現強大的數字生態系統的發展。 3. 增強連接性:投資改善與歐盟合作夥伴的連接性,例如通過可能的數字連接基金,加強經濟聯繫,促進知識傳遞,並促進互利合作。 結論: 總之,歐洲數據戰略提供了一個統一市場和全球合作的引人入勝的藍圖。亞洲可以從歐盟努力建立數據單一市場、促進法規遵循以及促進國際合作的努力中獲得寶貴的經驗教訓。通過擁抱這些原則,亞洲可以充分發揮其數字經濟的潛力,創造繁榮的未來,並在全球舞台上加強其地位。讓我們擁抱這種合作的願景,共同努力實現一個數字連接的世界。 謝謝。 Chairman of AODP from Thailand, Deputy Director of Digital Industry Development Bureau, distinguished friends, greetings to everyone. I am thrilled to see such keen interest in the dynamic development of data in Southeast Asia. In particular, Taiwan has been proactive and aligned with international standards in the history of open data in Asia, marking its tenth year this year. Under the active promotion of AODP, which brings together Thailand, Japan, South Korea, and Taiwan, we currently have fifteen member countries and have entered our eighth year of operation. Initially, our consideration was to develop data applications within a single country, but we realized that the market size might be limited. Therefore, we thought, why not make efforts to collaborate across countries? For example, if we were to develop a Metro app specifically for Taiwan, the market potential would be relatively small. However, if we establish a cross-border data platform and create a universal Metro app for Asia, we believe the market size would be significantly larger. Hence, we express our gratitude to the Industrial Development Bureau for their strong support in promoting a shared data platform for Asia, which has gained a large number of users and had a significant impact on the Asian market. In the field of open data, Asia may not be leading the pack compared to Europe and the United States. However, we have the opportunity to establish our unique model.

Today, I will not only emphasize the importance of this strategy for Europe but also highlight how Asia can learn from the EU to foster better interaction and transform their markets into a unified entity.


A Single Market for Data: The EU's focus on creating a single market for data is crucial, and here's what Asia can learn from it:

1. Seamless Data Flow: Establishing an environment where data can freely circulate within the region and across sectors brings immense benefits to all stakeholders.

2. Respecting European Rules: Prioritizing the adherence to European regulations, including privacy and data protection laws, as well as competition regulations, ensures a level playing field for businesses and enhances consumer trust.

3. Fair and Practical Data Access: Implementing clear, practical, and transparent rules for data access and utilization encourages innovation and facilitates collaboration.

To transform into an attractive, secure, and dynamic data economy, Asia should consider the following steps:

1. Clear and Fair Rules: Setting unambiguous regulations for data access and re-use promotes trust and encourages businesses to embrace data-driven strategies.

2. Investment in Infrastructure: Allocating resources to develop next-generation tools and infrastructure for data storage and processing fosters technological advancements and creates a robust foundation for data-driven innovation.

3. Collaborative Cloud Capacity: By joining forces and creating collaborative cloud capacities, Asia can enhance data accessibility and unlock the potential for cross-border cooperation.

4. Sector-Specific Data Pools: Creating common and interoperable data spaces in key sectors enables efficient utilization of resources, encourages innovation, and fosters growth.

5. Empowering Data Users: Equipping individuals with rights, tools, and skills to maintain full control over their data builds trust and confidence in the digital ecosystem.

6. International Partnerships for the Digital Decade: In addition to fostering a unified market, the EU recognizes the importance of international collaborations.


Here's how Asia can benefit from such partnerships: Regulatory Cooperation: By establishing a toolbox that combines regulatory cooperation, Asia can align its digital norms and standards with those of the EU, fostering harmonization and facilitating global data exchange.

1. Investment and Research Partnerships: Designing digital economy packages supported by joint initiatives involving governments, private companies, like-minded partners, and international financial institutions encourages knowledge sharing, promotes innovation, and enhances competitiveness.

2. Leveraging Internal and External Resources: By combining internal investments and external cooperation instruments, Asia can tap into a broader range of resources and expertise, enabling the development of robust digital ecosystems.

3. Enhanced Connectivity: Investing in improved connectivity with EU partners, such as through a possible Digital Connectivity Fund, strengthens economic ties, facilitates knowledge transfer, and fosters mutually beneficial collaborations. Conclusion:

Asia can draw valuable lessons from the EU's efforts to establish a single market for data, promote adherence to regulations, and foster international partnerships.
